- Like in English, there's various ways of saying it. I'm working off the \"Teach Yourself\" \"Hindi\" and \"Hindi Conversation, so please feel free to correct me.
one way is:
Person + ko + infinitive + hona(which agrees with the grammatical subject, or is in the masculine singular if there isn't one.
as in:
मुझको सीखना है
mujhko seekhna hai
मुझको हिन्दी और तमिल सीखना हैं
mujhko hindi aur tamil seekhna hai.n

This is mild, and can be troughly translated as \"I am to study Hindi and Tamil (as an inevitable course of action).\"
To say \"one should...\" ie. there is a moral obligation:
person + ko + infinitive + chaahiye
मुझको हिन्दी और तमिल सीखना चाहिए
mujhko hindi aur tamil seekhna chaahiye

to put a much more forceful sense, ie. \"I am forced to\" use paRna. Like hona, it agrees with the grammatical subject, if there is one.
मुझको हिन्दी और तमिल सीखना पड़ीं
mujhko hindi aur tamil seekhna paRii.n
मुझको हिन्दी और तमिल सीखना पड़तीं हैं
mujhko Hindi aur tamil seekhna paRtii hai.n

this second one uses the imperfective, and thus suggests a continuous action: I have to study Hindi (while I am at school)

- I\'ll answer the second question first, as it\'s pretty essential.

I actually have never heard of \"auxiliary sounds\" as such but it looks like the stem modifier for the subjunctive tense: look at the conjugation for the verb, बोलना (stem बोल ) \"to speak\" in the subjunctive tense:
मैं बोलूँ (बोल + ऊँ )
I may speak
तुम बोलो (बोल + ओ )
You(pl) may speak
तू, वह, यह बोले (बोल + ए )
you/he/she/it may speak
हम, आप, ये, वे बोलें (बोल + एँ )
we, you(formal), they may speak

The moonlike thing ँ, is called the chandra bindu which, interestingly enough, translates into \"moon dot\" indicates a nasalised sound, often transliterated as \".n\" - basically you force more of the air to go through your nose than usually. Note that if there is a vowel mark above the line, it hides the chandra, so you\'re left with just a dot - as can be clearly seen in \"mai.n\" - I - मैं

there are two rather different statements. The first is a request - let me go. In Hindi that is done by using ko + oblique infinitive + dena, to give, thus, let me go = मुझको जाने दो (if addressing someone as \"tum\")

The second sentence isn\'t really a request, it\'s a suggestion: \"Let\'s learn\" - i.e. we should learn. There one uses the subjunctive (see above for full conjugation list)
thus let\'s learn = we should/may learn = हम सीखें
